The Common Council noted that the harbor is silting in along the waterfront. At low tide there is only 4 feet of depth of water whereas 15 years ago (1864) there was 15 feet. It is useless to expect private capital will be invested to dredge the harbor. This harbor has never had any improvements made by the government.
