Whittemore, assistant engr of the first S.F. district. The original examination of the site was done in 1877. The jetties were completed by 1899 but deteriorated significantly by 1911. Reconstruction of the jetties began in 1911 & cont. up to the beginning of the war. Reconstruction started in 1920 and carried on intermittently to 1933.
