Letter to Congress from John Vance, Pres. Eureka C of C describing the need for jetties at the bay's entrance. Mentions ships with a draft >16 feet have to wait for high tides. Sometimes there have been 18 vessels anchored in the bay waiting for a channel deep enough. The North Spit has erected, widening the entrance, cacsing shoaling.
