Testimony before a joint Congressional- State water hearing in Sacramento yesterday showed that the B.O.R. has completed plans for the dev. of the Trinity river to supplement the Central Valley Project. Rep. Claire Engle supported the B.O.R. several BOR witness said it was necessary because the state has over-subscribed... (sentence not completed in the article). Claire Engle asserted that the State officials laid the groundwork for the current water rights squabble in 1928 by committing more than the total flow to the Sac River, to water users, including the federal gov. A BOR spokesman described the proposed Trinity River dev. as a "project that bristles with cash registers". Sen. Randy Collier said he wants to make certain the water rights of the people in the Trinity's counties of origin are protected before the project is undertaken.
