"50,000 A.F. More of Trinity Water Promised" An authorization bill for the $225 million Trinity River Project was approved by the Rules Committee. Two agreements were reported which would remove some sections of opposition to the bill. Rep. Scudder ( R- Calif) said he secured from members of the rules group and Chairman Engle ( D - Calif) of the Interior Comm. , author of the bill, assurance of support for an amendment Scudden will offer from the floor. The amendment would guarantee Humboldt County and the City of Eureka an additional 50,000 A.F. per year. This 50,000 A.F. would be in addition to the guaranteed flow of 150 cfs. Scudder said Humboldt County would probably have to build an impoundment dam near Willow Creek in order to pump the water for residential and commercial use. Details on how the 50,000 AF would be released would be worked out later. The other agreement, Engle promised Rep. Colmer (D - Miss.) an amendment will be offered, which would considerably curtail any payments of in lieu taxes to Trinity County for local police, schools and other services because it would be a departure from customary practice in reclamation projects that might set expensive precedent.
